Uploading SQL files

Is it possible to upload SQL database files from one website to a new website? If so, how can I do this?
The blog I need help with is: (visible only to logged in users)

That’s not possible here at wordpress.COM. You can only upload a database to a wordpress.ORG software install. Here only XML export content files can be uploaded.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, support docs and support forums, and many people get confused about the two.

John – please let us know if you still need any help. While we can’t import SQL files, you can import a regular WordPress XML file, following the guide timethief provided earlier.
