  i cant uplaod themes into my blog ..whats the reason behind it.

  Hello!

  The ability to upload themes is dependent on your WordPress.com plan level. WordPress.com only allows users to upload their own themes with a Business plan: https://wordpress.com/pricing/

  You also could look into a self-hosted WordPress installation – a self-hosted WordPress installation would allow you to install your own themes.   The ability to upload themes on WordPress.com is currently available via the Business plan.
