  Uploading custom themes is a feature only available to Business plan members. For all other plan holders you must choose from the list of available free and at cost themes here: https://wordpress.com/themes. If you are Business plan holder please provide the URL for the website in question and we will look into solution for getting your custom theme uploaded.
