Uploading Themes

Hello,
I downloaded a theme from one of the many wordpress theme sites. I can not find a place where it says I can upload my theme. Please help! Thanks.The blog I need help with is: (visible only to logged in users)

WordPress.com blogs are now allowed uploaded themes for security reasons.
You can only use the only ones they provide.
http://wordpress.org/ self hosted blogs can change there themes.

Wow! Thats lame :l All of those “Free WordPress Theme” sites are pointless!

If you are asking about the blog linked to your name, you can’t upload themes from anywhere with a wp.COM blog. The only ones we can use are under Appearance—>Themes.
http://en.support.wordpress.com/themes/People who pay someone to host their sites can use wp.ORG software. They can use outside themes.

So just to be clear, I cant not use the themes on this site (http://wordpressthemesbase.com/) unless I pay? -
You cannot use the themes from that site on wordpress.COM in any case. You need a self-hosted wordpress.ORG blog for those themes.
