Uploading Themes

I would like to install a free theme I found that came from the actual WordPress directory itself, and downloaded, though it doesn’t show up in the free themes when you are in the ‘site admin page’.
The problem is in order to ‘upload theme’ I get a prompt asking me to ‘upgrade to a business plan’. Is this correct? You need to pay for a business plan, or I pay for some item in wordpress, in order to upload any theme outside the free ones that are in it?

I think you might be checking out the free theme of WordPress.org.

If you want to upload a custom theme other than the themes available in WordPress.com free theme then you must be on the Business plan. Here is the support document for the same:
