Upper case issue

  I am having a problem with upper case characters in new posts, comments and widget instructions. When I shift to produce the brackets for instructions for italics, for example, I get a ‘ instead of the bracket. And shifting for question mark produces É. Some characters work just fine, but those are two examples. I don`t have the problem with other programs, so it seems to be a WordPress issue.

  Thanks, timethief. The examples are actually in my post — when I shifted and hit the comma key with the bracket upper case I got the quote mark. I`ll do it again here: ‘

  Also with the question mark. When I upper case the forward slash key to get a question mark, this is what I get: É

  Sorry, it is hard to explain when the problem is that the keyboard is not responding.
