uprading plans

I want to build a site with a .ie domain so i need to subscribe to the premium plan. That’s no issue. My inquiry is can i ‘build’ the site now for free and upgrade the plan once the site is ready to launch? Or do you have to set it up on the correct plan from the outset?
I am building the site for an internal company in work and want to have ‘proof of concept’ before getting clearance from the decision makers..The blog I need help with is: (visible only to logged in users)

You can create a free site with the free Plan , you can then upgrade to any paid plans as per your requirement, a custom domain can be added anytime as per your comfort. Only on the free site you would have a URL like yourgroovysite.wordpress.com
Also, you can look into the different plans with the features they provide. If you want to try CSS, Plugins, Themes, SEO etc other features which are specific to paid plans, then you will have to updgrade to the paid plan right away, otherwise you can set up a concept on your free site.

That’s excellent, thank you very much for your reply. I just needed confirmation that I will be able to upgrade at a later date. My fear was investing a lot of time into the site on the wrong plan.
