*Urgent* Completely Broken Website (cgi-sys/suspendedpage.cgi)

Dear all,
Having inherited the website, I don’t have any other form of access as an admin to the website except via the website itself. Therefore, the fact it is now completely suspended/broken means that I am unable to fix the situation.
How should I proceed? Is this really a temporary glitch that will fix itself overnight?

I am not sure how giving this helps people solve the problem unless they are wordpress staff though?
