  Here at WordPress.COM you cannot install plugins, but you have included the most popular plugin functionality within sites automatically. This is due a security reason since WordPress.com hosts sites of millions of users, and a malicious code could be inserted on its servers by a user installed plugin.

  Plugin installation is a feature of self-hosted sites, using WordPress.ORG software. For the differences between .COM and .ORG, please refer to https://en.support.wordpress.com/com-vs-org/
