  Creating a site here requires the site to have a domain/address but it can be a free subdomain that ends in .blog or .wordpress.com. You can work on that free site for as long as you wish. If you decide you want to register/map/transfer a custom domain to that site at some point in the future that can be achieved by purchasing a Personal plan or higher.
