  Hello, from the General Settings page, I changed the URL for my website and now i cant access the website or the admin section…

  have you been setting the new URL on your browser?

  maybe is it a matter of your browser’s cache or you have to force a refresh, look at this link for more instructions: https://wordpress.com/support/browser-issues/

  Your site is not hosted with us on WordPress.com, but using the open source WordPress.org software at another host.

  Changing the domain on a stand-alone WordPress site like yours has to follow a specific process. You can find the documentation for that process here, though many hosting providers have their own process for this via their hosting control panel.
