  I checked the whois and it is saying that it has not been registered:

  And we have no history of the domain being purchased on our end. So, you should be good to go. Are you seeing a transaction on your bank statement?

  I looked closely at the link you sent. It should read

  No “s” on design.

  I found the email they sent me to charge me $18.00 for the site. There is nothing on the site, and I would like to cancel it. Can I then use this Domain on another site? Thank you!

  Is it possible you made your purchase under a different login? I can confirm that kittylyongardendesign.com is registered at WordPress.com but is under a different account and not your @kittylyongardendesign.com login.
