URL-encoded perma-link and title?

    I need to pass URL-encoded perma-link and title fields to exterior CGI and JavaScript functions. Is there a way to call the_permalink() and the_title_attribute() or alternate functions with/without arguments to return URL-encoded strings which can be passed to CGI functions?

    If not, that’s a feature request. If so, or if you can point me toward relevant documentation, TIA.
