URL rewrites and site migration

Hello and thank you for your time. I’m going to try to articulate this the best I can.
I am migrating /recreating my site from joomla (url rewrite- On), to wp. Dev site is local. I am trying to keep everything consistent for smooth seo transition while dealing with a bunch of urls (rewrite urls) that happen to rank.
Note: I have article lists on the current site that are categorized which over the years (via rewrite) have created lots of urls, each of which consists of a category and an article.

Each article has been rewritten (so-to-speak) in conjunction with each category so the subject urls are a combination of a category and article
Objective: to retain seo ranking on select URLs.
I have close to 100 current urls that I would like to retain current seo rankings on. So I’m trying to figure out the best way to bring /transition them to the new and improved site. Is the solution to simply redirect all of the article pages to the root category page?
Trying to determine proper method of delivery.., Redirect? Permalinks? Combination of the 2?
I’m considering doing some of the urls via redirect and some of them via permalink.., depending on the individual url.
I’m thinking about creating new WP pages for some of the different urls by utilizing permalinks. and redirecting the rest.
Suggestions? Please advise. Thank you in advance..
Side Note: At some point in the future, post migration, I would like to incorporate some of these urls into future taxonomies. To create and develope a New Taxonomy for (out of) an existing category by utilizing the corresponding root category URLs. Thanks again.
