Use an inactive domain name

Hello, I’m french and I have a special request. I want to know if it’s possible to use the domain name of someone who is inactive and make an echange with him ? His blog is born in 2008 and still empty.
Hope you can help me too do it or contact him.Thanks a lot and sorry for my bad speak.

The only thing you can try is to contact the owner of the blog.
