use canceled wordpress domain on another account

hello, i’m working on a friend’s wordpress account.
She wanted me to cancel a blog and create a new account so that it is separate from her main blog.
I tried to open a new account using that domain that was cancelled and it seems that it is not available. Does anyone know if there is a period of time when a cancelled wordpress.com domain remains unavailable and also if so haw along before it is accessible again?

Yes. The period of time is two or more years. Deleted blog URLs are not recycled, regardless of who registered and deleted them, and the only exceptions made are for deletions made 2 or more years ago is stated here http://en.support.wordpress.com/recycling-blog-names/
Blog deletion is meant to be a permanent and irreversible act. Deleting a site requires ignoring several warnings that the URL cannot be registered again by you or anyone else, followed by an email with a site deletion link in it and the final warning regrading using it. https://en.support.wordpress.com/delete-site/
If you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
