  It there the ability with wordpress.com to use my domain name registered with Bluehost WITHOUT upgrading and paying $2.99/month?

  In order to map your domain to your site, you need a paid upgrade. You don’t have any other way to do it. The cheapest way to map your domain to your site is upgrading to the Personal Plan.
