Use of plugins

I havent yet hosted my blog.. I want to add various plugins to my blog. Please help me how to use plugins. Please help me where do I find Plugin Folder . I am totally new to using plugins

WordPress.com blogs, like http://revivingindianeducation.wordpress.com/ do not have plugins. There is nothing you can do to add plugins to a WordPress.com blog.
Plugins are for WordPress.ORG blogs only.

WordPress.ORG does not host sites. You have to register a domain name (if you do not already have your own), hire a web hosting company such as bluehost, dreamhost, etc., and then install and configure the software from wordpress.ORG. Then you export your content from here and import it into the new site.

You can figure a cost of $10 to $25 per month, all things considered (premium theme costs not included), and you will be responsible for all installations, all upgrades, all backups and all troubleshooting. If something goes wrong (like installing a junk plugin or theme that kills your site) you have to figure it out and fix it.
Self-hosting is far easier than it used to be, but it is still a good bit more work. Backups are important. Do them regularly and often and make sure your backups include everything including the database.
