Use of WordPress.com themes outside of WordPress.com

  I am in the process of setting up a WordPress Multisite/multi-network installation for a higher ed institution for personal sites/teaching and learning. a request has been made to load/make available the Big-Brother theme from WordPress.com into our new installation. Are these themes available for use in GPL? Is there a place to download them??

  you specifically mention only self hosted on wordpress.org.

  Does that imply it is not GPL? As I noted this would be for an installation at a University for students and faculty to use in teaching/learning.
