If I just want to add/use my own domain and my own hosting for my website in wordpress.com, which plan should i sign up – personal 2.99/mth plan ? -

Hosting your site on WordPress.com is free. So, you needn’t pay for that. But to use your own domain, you will need to map it to your WordPress.com site. For that, you will be needing an upgraded WordPress.com plan.
Each paid plan comes with a free domain credit you can use to either register a new domain or map one you already own.

will the personal plan allow me to use own hosting ? cant see hosting details in the plan -
Hey there, the Free plan comes with 3GB storage space. Upgrading to the Personal plan will give you 6GB storage space whereas the Premium plan will give you 13GB storage space.
The Business plan gives you unlimited storage space.

As I mentioned earlier, basically hosting is free over here on WordPress.com, and no, you cannot use your own hosting over here as WordPress.com itself is technically a cloud hosting provider.

I guess you want to use the WordPress software on your site. WordPress.com and the standalone WordPress software are different.
