The theme https://wordpress.com/theme/apostrophe-2 is not designed to display a time on posts.
Provided you have purchased either a Business Plan or Premium plan you can edit the CSS. https://wordpress.com/pricing/ But do read Note 2 below.
Note 1: If you have the required upgrade you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

You can add a time to posts in most themes by using a custom date/time format.
For example, if you want something like Sep 6 2017, 10:48:06 – add this in the WP Admin area under Settings > General, next to Date Format, Custom:
M j Y, H:i:s

You can modify the placeholders for month, day, year, hour, minutes, and seconds, as you like.
This is not currently an option available in the newer dashboard, but I think it should achieve your goal.
Actually, I just peeked at your dashboard and it looks like you already figured out a similar workaround, using:
F j, Y – g:i A
Hopefully posting the solution here will help others who may come across this thread in the future.
