if i am adding users in dashboard, than is it required that they also installed wordpress or without installing it user can direct access my dashboard

Hello,
If you are adding user(s) on your Dashboard, there are two pieces of information you will need:
1. Their e-mail address, and
2. The role that you’d like a person to have (user role).They may or may not having WordPress.com account, and there is no need to have WordPress app installed on their place. They can always access your WordPress Dashboard at WordPress.com per their roles (certain roles have limitations on what they can access within the Dashboard) — except Followers (they are simply people who follow your blog and got updates whenever you update your blog) and/or Viewers (people whom you choose/trust to see your private blog/website).
Added users cannot log in using /wp-admin/, only the original creator/owner can. In order for added users to log in, use wordpress.com.

This forum is solely for WordPress.com-related issues; the blogs/websites that hosted in WordPress.com. The reason of different forum is for the members and the Staffs to be able taking care the inquirements easily as WordPress.org might have totally different requirements and issues.

However, regarding your questions, the principle of user adding on WordPress website is the same. Your users don’t need to install WordPress on their machine/gadget in order for them to access your Dashboard.
Regarding WordPress account, yes, your users will need WordPress account in order to access your website and/or Dashboard. The invitation e-mail (when you send them invitation as you’re adding users) will give them prompt to do so.
