user add is missing from the menu

  I need to add a user but the add new user tab is missing. Please advise.

  the option to just add someone is missing from the USERS tab. the only option is to invite.

  Yes, on WordPress.com you only have the option to invite someone as a user/contributor to your blog. To add someone, you need to first invite them.

  The instructions I gave you above will explain the process in more detail.
