A user on my blog is not receiving email updates even though they have clicked on my “Follow Blog Via Email” widget. How can I fix this?

You can’t fix this for them. Does this person have a WordPress.com username account? if so then what follows is what they need to do.
We have two separate email address settings at WordPress.com. Please confirm them for us.
Blog notifications for the admin (like comment moderation, Likes, new subscriptions, etc) are sent to the email address at Settings -> General in the Dashboard.
Personal notifications (like comments on your post, subscription emails, and upgrade renewals) are sent to the email address at Users -> Personal Settings in the Dashboard.

Check your spam/junk email box. If you have an option to unblock specific email addresses, try allowing *@wordpress.com (all emails from the domain) and/or[email redacted] addresses.Make sure you to uncheck the box next to “Block all email updates from WordPress.com blogs you follow” on your Manage Delivery Settings page. https://subscribe.wordpress.com/?option=settings
