user generated image gallery

  I want to create a blog that contains a user generated image gallery that can be indexed and rated by other members of my blog. Is there a Word Press theme that would allow me to create this?

  Did you read the sticky post at the head of the forum? I’m asking because I don’t see a URL and you could be posting to the wrong forum. Answers for wordpress.COM bloggers are different from the answers you will get if you have a wordpress.ORG sintall, instead of a free blog from wordpress.COM bring free hosted by wordpress.COM.
