  What do you mean by unable?

  What happens when you follow the instructions found in the relevant support doc at https://en.support.wordpress.com/change-your-username/?

  Have you changed you username previously?

  You cannot register any username that has been previously registered as they are never deleted here to prevent impersonation https://en.support.wordpress.com/deleting-accounts/

  Once you change your username you will not be able to change it back and the old name will not be available for you or anyone to use. If you just want to show your name differently please only change your Display Name. https://en.support.wordpress.com/change-your-username/
