user-new.php (and settings.php) giving error after recent update

A few weeks ago I updated to WordPress 4.9.2 (or 4.9.3). After doing so, my multi-site worked just fine EXCEPT for when adding a new user (user-new.php). When I went to that page, I’d get a 500 ERROR. I could add a new user at the Network level, but couldn’t add a new user on the site level.
Last night I upgraded to WordPress 4.9.4 hoping may that would fix things. It didn’t.
Now I’m getting a 500 ERROR on user-new.php, settings.php and options-general.php.
I called the hosting company and they weren’t able to provide any assistance.
I disabled/re-enabled the plugins, but that didn’t work. I also re-generated the .htaccess but that didn’t help.
For user-new.php, I can clearly see where the code changed from the old version of the file to the new (in the “// Adding an existing user to this blog” area on line 61) but don’t know what it means…
What would cause this? Better yet, what would fix this?
