user roles

I am in the middle of creating a basic blog for our company until our real website launches in August (we will still be using wordpress format then too). However, I’m a bit confused about the user roles. I was trying to add people who can write and create articles (posts) for us as well as upload corresponding photos and media BUT who cannot publish them immediately and must wait for the admin to edit and approve. However, I tried both author and contributor and neither one of them fit what we need. An author has the role I need but they are able to publish without an admin/editor looking their post over and making changes before publication. However, a contributor can write articles but not include media…. and honestly, what’s even the point of that? No one would read a post on ANY blog without at least a featured image! WordPress should change that asap to be honest.

I know the role that I need exists because I used to write for a rather large media outlet and they use wordpress format. When I wrote for them as a feature writer, I was able to make posts etc etc etc but when I was finished, my articles automatically went to pending since I could not publish them straight away. Therefore, I know the role I’m looking for (able to write articles WITH media but without rights to publish without the approval of an admin) exists. However, I can’t find it. Nor can I find a way to change my settings so that all posts would need approval or something similar.

We are in the middle of setting up a news outlet and can’t have people making posts and articles on their own without proper editing and review. However, our writers must be able to include pictures and other media in their articles (obviously!).

Anyone with help, please advise. Thank you so much!!!
