  There is no FTP access on wordpress.com blogs and you do not have the ability to install your own themes or plugins – http://en.support.wordpress.com/ftp-access/

  If you want FTP access and the ability to use your own themes you’ll need a self-hosted wordpress.org website. See here for the difference between wordpress.com and wordpress.org: http://en.support.wordpress.com/com-vs-org/
