No you cannot, although you can register another blog and then move:
1. Register another blog: http:// your blog name here .wordpress.com (You’ll see if it’s already taken or not)
2. Export: Dashboard => Tools => Export
3. Import: Dashboard => Tools => ImportMore information

You can create a new username (without a blog) and add that username as an administrator on the old blog if you don’t want to change the URL of the blog, but just want a new username. You would need a different email address to do that.
If you are just looking to have a different name show up on posts on the blog, you can easily do that without having to create a new account. Go to users > your profile in your dashboard, scroll down to the “name section”. Add a “nickname” and then click “update profile.” Then select that nickname from the “display name publicly as” pulldown and again click “update profile”. Now your blog posts and your comments on your blog or other wordpress.com blogs will show up with your nickname.
