The username I want is “unavailable” however I am the one who registered it and it isn’t being used or letting me sign in with it.

Sorry but there is no way to recover the URL you deleted because there is no recycling of deleted blog URLs here at WordPress.com. Confirm by reading http://en.support.wordpress.com/delete-site/ and
http://en.support.wordpress.com/recycling-blog-names/

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

Which of these two are you referring to please? Username or display name?
You can change both your WordPress.com account username (the name you use to login) and your display name (the name that is seen on your posts and comments). http://en.support.wordpress.com/change-your-username/
