username without a blog

I want to create a user that doesnt have a blog, I found this link https://en.blog.wordpress.com/2006/05/18/sans-blog/ and enter an email address which it says is already registered and when I continue it asks me to enter a blog name etc which I dont want to do.
Who do I need to speak to in order to get a username that isnt associate to a blog.
Additionally why am I forced to have a gravatar account when signing up, surely just a username and password is fine, why this extra “layer” that doesnt seem to be needed.

You are not compelled to register a blog. You can select just a username please and that’s what appear to have done.

The email address registered with your WordPress.com account is your unique identifier. https://en.support.wordpress.com/email-address/
To register another username account using a different email address you have to log out wordpress.com and clear your browser cache and cookies

Im confused. I didnt recall setting up that user but now it is there how do I get that username to be able to post on a blog I run.
I tried the invite user, sjp66 got the invite which I accepted, and yet when I look under users on my blog sjp66 isn’t there. When I log in as sjp66 it tells me I have no blogs.
