I can’t add a user
The blog I need help with is: (visible only to logged in users)

This is all going to boil down to how many username accounts you have and exactly which one registered which blog. There is only one means of account recovery so please read on.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and add any users.
Clicking this link should display all your blogs registered under the same username, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden

It is useful because the username account you are logged in under does not appear to be the one that registered the blog you want to add users to.

If you are in fact logged in as Admin under the exact same username account that registered the blog then you ought to be able to add users, unless you have either a browser related issue or a connectivity related issue that you need to address.

How do I find out what the username account is that first registered the blog? I believed we were both registered as administrators.

No matter how many Admins there are there is in fact only one blog owner and that is the persona with the username account who registered the blog, so that could be the cause of this issue. Please contact the other Admin and find out if they registered the blog in question under their username account.
