  how do I create a user who can only view and not edit other users, either individually or a general user who can see all users

  Hi fresatomica thanls for the tip

  but what I need is a user who can be allowed to see and only see other users on my page
  it must be an access to a certification body that must approve what my users have on their own user

  Hi Johnny, these are the built in roles our service includes:
  https://wordpress.com/support/user-roles/

  If one of those will work, I’d recommend using that.

  To build new roles with different access levels, you would need code that changes our built-in functionality. You could use a plugin if you can find one that meets your needs exactly, but to use that on our servers, you would need to have a Business Plan on your site.
