  Hi,

  I’ve checked it, and the account (brendabrandenburggmailcom) has only a contributor role on the site http://piceancemustangs.wordpress.com/. That is why you can not manage all users.

  You need to log into the WordPress.com account that is the administrator on that site to manage all users. If you need help finding out which account this is, you’d need
  to contact the Account Recovery team by sending a message to passwordhelp@wordpress.com
