Users – Contributor editing options

I have recently added a Contributor and they have registered and are attempting to create a new post. They have composed their post in Word and want to use the Word inserting clipboard on the second row of icons to convert their Word document, but are telling me that a second row of icons is not visible. Since I have an admin level, I do see it and have used it myself. Is this second level of editing icons not available to Contributors?

Oh, PLEASE IN THE NAME OF ALL THAT IS HOLY convince that person not to use Word. I know we have a Post from Word button, but even it doesn’t entirely prevent things from getting messed up.
If they want to compose in word, then paste into Notepad or Wordpad using Paste Special->Remove Formatting, then copy that and paste it in, that’ll be fine.
The second level of icons is available, but the blogger must click the last icon on the right of the first row in order to display the advanced icons.
