users invite new missing

According to the documentation there should be a “invite new” option in the users panel. Why is it missing in my dashboard? Are there any other options to invite users? Thanks!

The slow to load jpg they link to shows they are using version 3.3.1 and have a Plug-in Menu – so wrong forum
