‘Users must be registered and logged in to comment’ is not checked but users still cant leave messages without being log in.

Hi Flaviapintilii,
I’d like to try to help you solve this. I am assuming you have disable the option in “Discussion settings” – in your tests, are you trying to comment using a wordpress.com registered email address? If so, you will need to be logged in.
Could you please share the url of the site you’re experiencing this problem with?

Be keenly aware that the vast and overwhelming majority of all so-called information on the internet is spam. Over 80% of all so-called comments submitted to .wordpress.com blogs every day are spam.
Spam comes in waves. There are human beings who get paid to post spam. There are robotic programs that post spam. Setting up anonymous commenting is akin to throwing down a welcome mat to spammers and phishers and all their buddies too, as they sell URLs and email addresses to each other for spamming and phishing purposes.
This page > Settings > Discussion is where you set up defaults for comments.

You can post instructions for your visitors in a text widget if you wish to set up anonymous commenting. That’s easy to do. You can copy and paste this into a text widget:

Advice: Do be sure to set up full comment moderation on your own blog ie. “An administrator must always approve the comment” because anonymous commenting is bound to increase the amount of spam your blog will receive.

Indeed if the email is of a user of wordpress you will need to be log in if you want to comment.
Second, it seems it takes some time until the message appear in back end for approval. -
