Users set as administrators are unable to log in to my site.

Hello!
I’m having a recurring issue. I add users as administrators to my site, when they go to the link to sign in, they are unable to. It doesn’t throw any errors, for instance that the account doesn’t exist, or the password is wrong, it simply does not allow them to log in. I was able to grant access to one person with no issues, but I can’t give my analytics team or my developer access, and I’m on a pretty tight timeline to get this site up. Is there is a fix for this? It’s a WordPress site in a WPEngine staging environment. Thanks!
