Using a wordpress.org back up on wordpress.com

I have had a nightmare of experience with Total Internet Solutions while using wordpress.org. I have had hacking issues and learned to back up both the site/theme elements and the database. I have a sql file for the data base, is there any way to upload/import that to a wordpress.com site to get me started?
