Using CSS when buying customization.

  I’m wondering to what extent the customization will be with a blog when I buy rights to custom it.

  I’m contracting CSS programmer to carry out this phase.

  Also note that if you have a self hosted WordPress.ORG site you can edit the templates/themes free of charge. There are no restrictions as there are on WordPress.COM blogs that are expressed in the support doc at the second link I posted above.
