  If you registered a domain on WordPress.com you can use it elsewhere if you want. Check the options here -> https://en.support.wordpress.com/domains/#move-your-domain

  If you mean you have purchased a domain elsewhere and want to use it with a site here then a WordPress.com Personal plan or higher is required: https://wordpress.com/pricing/
