Using featured image option for each page

Hi, I’m using the Modularity Lite theme and it gives me the option to use a featured image by page or post; however, it doesn’t work. I don’t see Modularity Lite listed in the themes with the featured image options, but it shows up as an option on my page edit screen. I’ve checked my screen options and my settings. I’ve also followed the WP instructions explicitly. Is this not an available option or am I doing something wrong? Thanks for your help!

Also I do hope that your understand that the custom image header is NOT a featured image.
