Using html layout template from other blogging platform

I am brand new to this. I’ve set up my blog with one of the standard templates available on wordpress.com. I have found another free layout I like on another site (http://leeloublogs.blogspot.com), which I’d like to add to my blog. I bought the custom CSS upgrade, hoping I could copy & paste the html code. I can’t get that to work, though, so I need help. Please let me know what I need to do to make this happen.

Welcome to WordPress. We almost always need a link to your wp.com blog to able to help. Better still, you can link it to your name as explained in this forum sticky which you should have already read:
You can only use the themes in your dashboard. You can customize them with CSS, which is very different from HTML:
To “make it happen” you need to learn CSS. There is no official support for it here. Pointers when people get stuck and if someone who knows CSS is around, yes, but nobody’s going to do the work for you or tutor you.
