  I want to know whether I can use the https:// url if I choose the Premium rate.

  All websites hosted by WordPress.com has https:// enabled by default.

  I understood that I can use the ‘https’ url by default without any additional payment even though I purchase a “Premium”

  Correct. Irrespective of the plan you purchase, “https” is enabled on your WordPress.com site.
