Using JS/CSS in pages

Hey there,
I work as a web developer, and one of our customers wanted to use WordPress as their new CMS, coming from Typo3.
My job is to rebuild the website as good as possible, and make it responsive.
My question is following: I know that using JS and CSS on wordpress.com-blogs isn’t possible, due to security reasons — which I can fully comprehend –, but is it possible to use JS and CSS in pages (on websites), that aren’t on wordpress.com?

You may override any CSS on your site (except the footer credits) if you purchase one of our Paid Plans as they comes with the Custom Design upgrade. For more on this feature see:
https://en.support.wordpress.com/custom-design/As you mentioned JavaScript is not allowed on posts or pages added to WordPress.com. If the site is not hosted by WordPress.com we have absolutely no control over them.
As an alternative, you can also use the free and open source self-hosted version of the WordPress software found at WordPress.org installed on your own host/server.
