Using my Blog in a multisite manner

Hello folks,
I just created my first Blog, so I’m a complete beginner in this domain, so sorry in advance for these kind of questions.
I just got in touch with the first functionalities of the WordPress-Blog and I think I understood at least the idea: WordPress itself is a CMS (content management system) – so a program to install on my computer – which allows me to modify the appearence of my own website.
On the other hand, WordPress.com, is a platform, which offers (in this case) free Blog-Domains with its CMS implemented. Am I right?
The idea of my first Blog is to write it in several different languages ( I speak four languages fluently and I am learning two more). For this reason, I want to use the multisite option. Can I use this option as an ordinary Blogger or is it only possible if I have my own website with WordPress installed as my CMS?
If it’s not possible, do I have to create six blogs and switch between them in order to write every blog in another language?
My main idea is to link the six “sites” and make them available in a interactive way.
It means, I write my articles myself in every language (without using translator software which translates automatically my sentences in the other languages) and asking the community/my followers to correct the mistakes by making suggestions in comments.
For this, there should be a possibility for easy switching between the languages, showing automatically the right position of the sentence in the selected language.What do you think about my idea?

y me aparece el siguiente error:La página no está redirigiendo adecuadamente
Firefox ha detectado que el servidor está redirigiendo la solicitud a esta dirección de una manera en la que nunca terminará.
Este problema a veces está causado por desactivar o rechazar la recepción de cookies.
He revisado todos los códigos del .htaccess y del config.php y están bien.
¿Alguien sabe si puede ser problema de la versión 3.9?
