using my deleted url

  Hi, I was trying to change over my url (viviennesmith.wordpress.com) from a blog to a website but have ended up deleting everything! As I have done this recently, I hope viviennesmith.wordpress.com is still available, would someone be able to help me connect this to a new wordpress website?
  (Also I notice vivsmith.wordpress.com isn’t really in use, is there a way to politely contact that user and as if they no longer want that url?)
