If I upgrade to a business or premium package am I able to use paypal (or other purchasing shopping carts) to allow people to buy some of my products from my blog?
The blog I need help with is: (visible only to logged in users)

You can’t add a shopping cart to a free hosted WordPress.com blog. There is no FTP access and no blogger installed plugin capability.
Provided you are referring only to products you personally create or any service you personally provide You can use PayPal Buy It Now or Donate buttons following the instructions in the support documents; any other code will be stripped out and/or use a contact form on your blog.

To sell your own products can set a shopping cart up somewhere else online, can create a custom menu on your blog, and place a custom link to it in the custom menu.
Create a custom menu on your free hosted WordPress.com blog.

Add the custom link for your website to it.
