Using Plug Ins

The main reason for developing a website via WordPress is so I can manage online work with my students. I would like to use Plugins, and although some plugins are free, I noticed that you must have a premium account for some plugins (like H5p).
I also noticed that I must have a hosting site, like BlueHost, HostGator, or DreamHost. Because I am brand new to WordPress … Is the hosting monthly cost in addition to the premium cost in order to use plugins? Or if I am already paying for a host, do I also need a premium account?

Perhaps you need to study the differences between the two wordpresses. You’re currently logged in to a WordPress.com account. Here sites that use a modified version of the wordpress software are hosted. Here it is supposed to be an easy place to set up a site as most things are managed behind the scenes. Most plans only allow the most popular pre-installed plugins. However with a WordPress.com Business plan (not a Premium plan) here (charged annually in advance not monthly) external themes and plugins can be used.
The WordPress.org software is free and can be installed at any other host such as BlueHost etc but not here at WordPress.com.
